Introduction
The Scottish Football Association (SFA) report that
in the average SPL and SFL weekly programme it has been estimated that
referees and assistant referees will make approximately 10,000 decisions
in controlling a match. A referee will give obvious decisions by blowing
his whistle or signaling with his hand and arm but deciding not to
signal also requires a decision.

What are the problems and challenges we will face?
Reality one:
Football rules are written in complex confusing language that most people have difficulty
